The cost of clean-room data recovery reflects an entire technical sequence, not a simple charge for removing a hard-drive cover.

This order prevents a cable, power adapter or external bridge problem from being misclassified as internal mechanical damage. It also avoids repeated starts after a fall or abnormal sound has already established a stop condition.
Data priorities belong in the plan before imaging. A small set of critical accounting or project files on a deteriorating drive may require a different read order than a full archive. A priority changes sequencing; it cannot guarantee that a physically damaged sector will respond.

A useful quote states the included work, identifies steps that need approval and explains what happens when the result is partial.
It should clarify whether diagnosis, donor parts, physical intervention, acquisition, logical reconstruction, return media, secure temporary retention and file validation are included.
Compare equivalent scopes rather than headline amounts
Two estimates are comparable only when they answer the same questions. Are parts included? Can imaging resume after unstable regions? Will specified folders be opened and checked? What happens if only part of the requested date range is readable? How long is the result retained? An amount without a defined scope does not describe technical risk.
