Understand what formatting does

Distinguish deletion, formatting and overwriting
Deletion, formatting and overwriting don't have the same effect. Deletion can leave data until the space is reused. Formatting changes volume structures. Overwriting replaces old content directly with new data.
The distinction is essential. A deleted file may remain recoverable, while one replaced by another is generally no longer available in its former version. Folder names can disappear even where raw content remains partly present.
Storage technology affects the outcome too. On SSD, TRIM and flash management may make some content unavailable promptly. Former areas can remain longer on a hard drive, though later writes still replace them.

Disconnect external storage cleanly and protect it. For a formatted system disk, shut down the computer and don't boot from it. Starting the system can write logs, caches and temporary files.

Automated utilities produce another issue when installed onto the formatted device. Installation alone can replace relevant areas. Any reasonable test should run from other storage and never write to the source.

Simple habits prevent many incidents: verify the correct disk before formatting, name volumes clearly, disconnect unrelated devices, read system messages and maintain a tested backup. Confusing one device with another causes many losses.

Copy memory cards, USB devices and external disks before reuse. A camera, drone or set-top box may offer to format storage that still holds usable data. Verify the backup before accepting.
After formatting, random testing is rarely the best response. Stop writes, establish the device, state priority files and request assessment to protect the best chance of a usable outcome.
Interface habits matter too. Before formatting, read the volume name, capacity, path and device. Disconnecting unrelated disks during maintenance prevents many human errors.
